Expert Workshop: Assessing Climate Governance Mechanisms in the EU – Fit for Net Zero?

The aim of this expert workshop was to identify and further assess the status quo of climate governance mechanisms in the EU.

The workshop brought together a diverse group of stakeholders, including academics, policy practitioners, and researchers, to explore the effectiveness of procedural governance mechanisms in EU climate policy with a focus on achieving climate neutrality by 2050.
The 4i-TRACTION project is analysing both substantive (standards, market-based measures, information) as well as procedural instruments (institutions, responsibilities, processes, etc). Work package 5.2 focuses on procedural governance mechanisms. To evaluate them for their suitability in the context of reaching climate neutrality, a criteria-based assessment methodology was developed by the researchers. Ultimately, the aim is to develop proposals for an EU climate governance framework that guides the necessary transformative change to reach this goal.
The purpose of the expert workshop was to receive feedback from fellow academics and policy practitioners alike to guide our work and facilitate its alignment with the EU’s dynamic political environment, specifically regarding the analysis of procedural governance in EU climate policy. First, the researchers presented their inventory of relevant governance mechanisms and the pre-selection of cases chosen for analysis under 5.3. (see slides below). Then, the participants engaged in lively discussions guided by the presentation on procedural governance functions, assessment criteria, and a governance mechanisms across the key 4i-TRACTION thematic areas (innovation, investment, infrastructure, and integration).
