Hearing by the Committee of the Regions "Towards a multilevel Green Deal governance: the revision of the Governance of the Energy Union and Climate Action Regulation"
At this hearing by the Committee of the Regions, 4i-TRACTION recommendations on enhancing EU climate governance were presented.
On June 8, 2023, the European Committee of the Regions (CoR) held a hearing titled "Green Deal 2.0: A Renewed Governance for the Green Deal." in preparations for an reparing an opinion on "Towards a multilevel Green Deal governance: the revision of the Governance of the Energy Union and Climate Action Regulation". The hearing focused on evaluating the current governance framework of the European Green Deal, exploring ways to improve the integration of climate governance across EU, national, and regional levels. Key discussions revolved around strengthening the Governance of the Energy Union and Climate Action Regulation, fostering multilevel governance, and enhancing the involvement of local and regional authorities in achieving the ambitious objectives of the European Green Deal.
At the hearing, Matthias Duwe from the Ecologic Institute presented insights based on the 4i-TRACTION research project. His presentation provided an assessment of current EU climate governance, highlighting both recent improvements and persisting weaknesses. He outlined recommendations for enhancing the governance framework, including revising the Governance Regulation to enhance the information basis for targeted policymaking. Key recommendations included: treating NECPs and LTSs as an integrated process, updating the EU LTS regularly, devising a transition tracker methodology with 'net zero indicators' for planning, reporting, and progress monitoring (linked to the Semester), strengthening follow-up to country-specific recommendations, enhancing public participation (particularly for Multi-Level Energy and Climate Dialogues), strengthening national systems with targeted ownership measures, ensuring high-level political attention to the long-term dimension (via the Council), fostering dialogue on best practices for long-term strategies across the EU, adding a focus on the value of LTS at the regional and local levels, and investing in capacity for DG CLIMA, modeling, and data.
